Two Cases to join GePG.

For Service Providers (SPs) with Billing Systems these are steps to join GePG

• Fill the GePG Registration (SP and Admin User from SP ) Form that are provided by Ministry of Finance and Planning (GePG).
• Integrate the Billing system with GePG according to required standard (API) provided by Ministry of Finance and Planning.
• Conduct and present Test case Result to GePG for decision making.
• Prepare training to all GePG users with its cost incurred by SP facilitated by one or two facilitators from Ministry of Finance and Planning.
• Present Bank Account details for both commercial banks as well as in Bank of Tanzania.
• Prepare Revenue Sources and Targets
• Prepare Revenue Collection Centers
• Prepare two ICT officers who will be responsible to manage  GePG. system.

For Service Providers (SPs) without Billing Systems these are steps to join GePG

• Fill the GePG Registration Form that are provided by GePG.
• Prepare Training Budget for GePG System that its cost will be incurred by SP.
• Present Bank Account details for both commercial banks as well as in Bank of Tanzania.
• Prepare Revenue Sources and Targets
• Prepare Revenue Collection Centers
• Prepare two ICT officers who will be responsible to manage  GePG. system.

• PSPs Write the application letter to Permanent Secretary, Ministry of Finance and Planning requesting to join GepG.
• Ministry of Finance (GePG) after receiving the application logs the request and Call PSPS for Sensitization session.
• Request is forwarded to Procurement Department for processing.
• PSP are engaged by procurement.
• Once procurement process has initiated, PSPs are given technical details and requirements for testing environment.
• Once internal procurement process has been completed, PSPs are informed and to sign a standard contract for engagement of service providers for facilitating integration to GePG.
• Integration to live environment starts after signed a standard contract.

The following are the procedures to follow:

• Level 1 System Support from Service Providers (SPs) Team required to troubleshoot the problem especially internet connection issues.
• If Level 1 cannot find a solution, the problem shall be escalated to GePG Customer Service Center.
• The SP shall be kept updated on the progress until the problem is resolved.

The following are the procedures to follow:

• Payer shall request refund from the MNO.
• MNO should have reported the same scenario to bank.
• Then Bank shall request for approval of transaction reversal from SP and notifying GePG the nature of the scenario/problem supported by control number or transaction ID.
• MNOs should refund the customer.

Possible Cases:

Under Payment

For Partial Payment type

• GePG will accept the Payments as they are paid until the total billed amount is reached using the same control number.

For Exact and Full Payment Types

GePG system will not accept the Payment less than the total billed amount.

Over Payment

For Partial and Full Payment Types

• GePG will accept the payment
• Payer should report the overpayment to Service Provider with necessary supporting documents.
• SP shall be responsible to refund the customer based on available procedures and notify GePG.

For Exact Payment Type

GePG will not accept payments more than total billed amount –

GePG will not accept the Payment greater  than the total billed amount.

GePG allows three Payment Types:

Partial:

Allow part or installment payment until the billed amount is reached within validity of the bill.

Exact payment:

Allow total payment equal to billed amount.  Less or greater amount than billed is not allowed.

Full payment:

Allow the same billed amount and above.

It will follow the following procedures to troubleshoot:

• Customer shall communicate with the Service Provider (SP) Office to file the claims.
• Provide evidence such as:  statement of transaction, SMS from the MNOs or Bank pay slip in case the payment was done through Bank for irrelevant control number.
• Customer shall provide the evidence of correct bill with correct control number
• The SP will journalize the transaction by debiting customer with irrelevant control number and credit customer with correct control number.

Currently Available Billing Interfaces used by GePG includes:

• POS – Point of Sales
• Service Provider (SP) Portal / Self Service Portal
• GePG Portal
• SMS / USSD.

Currently Available Channel used by customers through GePG to pay Government utilities includes:

Banks (eg. CRDB, NMB, TPB, PBZ etc), MNOs (Mobile Network Operator)  eg. Tigopesa. MPESA, Airtel Money, Eazy Pesa T-Pesa etc.

Online  eg. Using  VISA Card, Master Card

Banks Transfer  eg.    TISS /SWIFT transfer
