Ministry of Finance and Planning, (hereinafter “us” or “our”), as the entity responsible for processing the personal data of users of the online payment system (epay.gepg.go.tz, online.gepg.go.tz), Government electronic Payment Gateway (GePG) and GePG mobile application (GePG Tanzania) recognizes the importance of protecting the privacy and confidentiality of users’ data (hereinafter “user” or “you”), and provides you with this Privacy Notice (“Notice”), designed in compliance with our data protection policies and the applicable laws and regulations of Tanzania.
Through the online payment system, Government electronic Payment Gateway, or GePG mobile application (GePG Tanzania), Ministry of Finance and Planning may collect certain information about you. This Notice informs you about the processing of your personal data, in particular:
- what data we collect about you,
- how we collect it,
- for what purpose,
- what your rights are and how you can exercise them,
- with whom it is shared,
- how long it is kept,
- what law applies,
- Additional Information and
- Ministry of Finance and Planning’s contact information, as the party responsible for processing your personal data.
Ministry of Finance and Planning requests your consent to collect, use, store, process and ultimately manage your personal data, in compliance with the terms of this Notice. In the event of a conflict between the provisions of the Notice and other policies or terms and conditions available to users through other means, this Notice shall prevail.
Ministry of Finance and Planning may make changes to the Notice from time to time. In the event that we make material changes to the Notice, we will post those changes through the website. You will be able to determine when the Notice was last revised in the “version history” at the end of the document.
(1) What personal data do we collect about you?
We may collect information about you when you visit our online Service or use our Services, including the following:
Registration and use information: When you register to use our Services by establishing an Account, we will collect Personal Data as necessary to offer and fulfill the Services you request such as your full name, age, telephone number, e-mail address, mailing address, bill information, payment information, billing address or username and password.
Transaction and experience information: the network address and operating system of your computer, mobile, mobile number entered by you in the cause of making payment, Device identification number, type of browser used, the website from which you linked to our site, your activity on our online services, as well as your viewing history, the time and date you visited and paid Government bills and services through our online services.
Other information we collect related to your use of our Sites or Services: We may collect additional information from or about you when you communicate with us, contact our customer support teams or respond to a survey.
In addition, Ministry of Finance and Planning informs you that it does request or process, to the best of its knowledge, personal data of minors under the age of 18 in case the minor is linked on Government bill such as birth certificate, school fee, Government medical bill and such information in order to be able to fulfil payments
(2) How do we collect your personal data?
We obtain your personal data either because you provide it directly to us when you requested Government service related to tax or not tax revenues (e.g. Land rent, VAT, School fee, utility bills or the data are entered by you in the cause of making payment such as mobile number, National Identification number), we obtain it through third parties, or it is public information.
(3) For what purpose do we process your personal data?
Ministry of Finance and Planning may process your personal data for any of the following purposes:
i. To ensure citizen and non citizen can easily pay Government services conveniently including:
- initiate a payment, send money from Government to people, add value to an account, or pay a bill;
- authenticate your access to an Account;
- communicate with you about your Account, or the Services related to you,
- keep your Account and financial information up to date.
ii. To monitor, analyze, and improving Services and functionality.
iii. To manage risk and protect the Sites, the Services and you from fraud by verifying your identity.
iv. To provide personalized Services through use of use cookies and other tracking technologies
v. To comply with all applicable laws and regulations.
vi. To make it easier for you to find and connect with Government institutions, payment service providers such as banks, mobile money operators.
vii. To respond to your requests, for example to contact you about a question you submitted to our customer service team.
(4) What are your rights regarding the processing of your personal data?
You can ask the Ministry of Finance and Planning about your personal data as well as request access to or correction of your personal data. You can contact us via the contact information provided at the end of this Notice.
(5) With whom do we share your personal data
In compliance with applicable laws, the recipient of your personal data is the Ministry of Finance and Planning, who is also responsible for guarding and storing your personal data. However, Ministry of Finance and Planning may share your personal data with third parties who provide services to Ministry of Finance and Planning such as storage services, order fulfillment, collection and Payment Service Providers, surveys, customer service, or advertising. In addition, The Ministry of Finance and Planning may share your personal data with other jurisdictions that have data protection laws other than those established in Tanzania, by written order of a competent judicial authority or where permitted in compliance with the law.
The use and communication of personal data will be made through physical and electronic security systems and reasonable procedures to prevent alteration, accidental or unlawful destruction, loss, or unauthorized processing or access to your personal data.
(6) Applicable law and jurisdiction
The interpretation, use, scope and termination of this Notice is governed by the laws of the United Republic of Tanzania and, in case of dispute, the courts of Tanzania will have exclusive jurisdiction.
(7) How long your personal data will be stored
Ministry of Finance and Planning stores your personal data only for as long as is necessary to fulfill the purpose for which it was collected, and as required by applicable local regulations. The data will be kept in accordance with the authorization granted for its management, unless the holder revokes it.
